GeoGroup’s role in serving as a detention center for ICE was first uncovered as part of a Freedom of Information Act lawsuit filed by the American Civil Liberties Union. The Baldwin-area facility has whipsawed between a state of activation and idleness since it came online in 1999. GEOGroup, the private prison giant based in Florida, locked in a contract with U.S. Immigration and Customs Enforcement (ICE) in early 2025. This wasn't a small deal. We are talking about an 1,800-bed facility that GEOGroup expects to generate over $70 million in annual revenue. In Lake County — population 12,000 — a new ICEfacility is opening in a shuttered private prison, promising to create hundreds of jobs in the poorest county in the state. The vacant North Lake Correctional Facility is being reopened as the largest immigration detention facility in the Midwest. GEOGroup, a private prison company, announced a federal contract to reactivate the Baldwinfacility. The county population: 12,000, detention beds: 1,800. "To date, we are aware of at least 30 deaths at ICE detention centers this year, making 2025 the deadliest year for immigrants in ICE custody," the congresswomen said.
