With 1,800 beds, it's owned and operated by GEO Group, a private prison company that landed a federal contract to reopen the former prison in 2025. It's the only for-profit, private immigration detentioncenter in Michigan. Michigan already has at least one major immigration detentioncenter, the privately operated North Lake Correctional Facility in Baldwin, with about 1,800 beds. The other side: The Trump administration says it needs far more detention space to carry out its immigration enforcement agenda. The Baldwin facility is not the first ICE contract or detentioncenter in Michigan, but it’s by far poised to be the largest. Four local jails in Calhoun, Chippewa, Monroe and St. Clair counties currently house migrants awaiting deportation or court dates. Immigration and Customs Enforcement (ICE) told the Detroit Free Press on Feb. 16, 2026, it had purchased a building in Romulus, Michigan, where it plans to open a detentioncenter. On December 15, 2025, 56-year-old Bulgarian immigrant Nenko Gantchev died at Immigration and Customs Enforcement’s (ICE) North Lake detentioncenter in Baldwin, Michigan.
